In modern conditions, given the radical changes in economic and social life, the impact of the globalization process and the establishment of mutually beneficial cooperation with other institutions and structures and foreign countries, there is a threat of revising the educational plans of higher professional educational institutions. institutions of the country, the introduction of new academic subjects and the creation of qualification departments arose. In particular, such a need was most felt in the field of forensics and the use of specialized knowledge in the fight against crime.
In order to implement the provisions of the Decree of the President of the Republic of Tajikistan dated April 9, 1997 No. 691 “On legal policy and ensuring legal education of citizens of the Republic of Tajikistan” and the Resolutions of the Government of the Republic of Tajikistan dated August 22, 1997 “On some measures to improve the legal education of citizens and legal work in the republic” and dated April 29, 2009 under No. 253 “On approval of the Program of legal education and training of citizens of the Republic of Tajikistan for 2009 – 2019”, as well as the letter of the Ministry of Education and Science of the Republic of Tajikistan dated 03.12.13 under No. 05 / 1-790 in order to facilitate and solve crimes and reduce the level of crime in the country, in 2013, according to the order of the rector of TNU dated 05.28.2013 No. 152-09 at the Faculty of Law of TNU, the specialized department “Criminalistics and forensic activities” and on its basis the specialty “Forensic examination” is being created.
However, despite the fact that the Department of Forensic Science was created in the structure of the Law Faculty of TNU in 2013, the history of teaching the science of forensic science developed in the 50s of the 20th century on the basis of another department. In the first days, three teachers – Salimov Kh.S., Yamakova Z.D. and Nazarov A.K. were considered specialists in this field. The first head of the Department of Forensic Science and Forensic Activity was Doctor of Law, Professor Nazarov A.K., which he still holds to this day.
Currently, the department has 12 full-time employees, including: 2 doctors of law, professors Zoir J.M., Nazarov A.K., Yamakova Z.D., 5 candidates of law, including 4 associate professors Kodirzoda D.S., Davlatzoda K.D., Sharipov S.S., Davlatzoda D.D., PhD in Law Davlatov B.S., 1 senior lecturer Nasriddinov M. and 4 assistants Khabibzoda N.Kh., Akhmadzoda M.S., Faizullozoda A.K., Safarov Z.
On March 12, 2020, a forensic laboratory was opened at the department. This laboratory is equipped with all the necessary materials. This laboratory has a forensic suitcase, optical instruments, measuring instruments, tools, educational forensic videos, digital cameras, measuring instruments, fingerprint powders, fingerprint films, fingerprint brushes, plasters, a metal detector, magnets, there are special packages for storing bullets for firearms, which are used during practical and laboratory classes.
In recent years, the department has achieved a number of scientific achievements, including 2 teachers of the department who successfully defended candidate and 1 doctoral dissertations under the supervision of Professor A.K. Nazarov.
Currently, the department teaches students of the Faculty of Law more than 10 subjects, including forensic science, forensic activity, operational-search activity, methods of investigating especially serious crimes, methods of investigating crimes against life and health, etc. Over 11 years of activity, the department of forensic science and forensic activity has published hundreds of scientific, scientific-methodological, popular science works aimed at education and solving problems of legal sciences.
