The history of the Department of Criminal Law and Combatting Corruption
The Department of Criminal Law and Combatting corruption of Law faculty of the TNU was founded in 1957 under the name “Department of Criminal Law and Procedure”, the third department in the faculty structure.
The first head of the department is Associate Professor Yuri Petrovich Kasatkin.
Under the guidance of Y.P. Famous teachers such as E.A. Andrusenko, V.G. Granberg, K.M. Karatsev, and S.R. Kasatkin worked at the department. Rozikov, Yu.S. Oripov and others. Yu.P. Kasatkin made a lot of efforts to organize the educational process, develop educational and specialized programs, and also played an effective role in the department’s activities.
At the same time, Y.P. Kasatkin led the faculty from 1957 to 1961. He also worked in the Supreme Court of the USSR from 1962 to 1978. After defending his doctoral thesis in 1978, before retiring, he worked as the head of the Department of Prosecutorial Supervision of Criminal and Civil Cases in Courts at the Institute for Advanced Training of the Prosecutor General’s Office of the Russian Federation.
Then, in 1961-1967, the department was headed by associate professor Khamrokulov Rabimkul Nazarovich. R.N. Khamrakulov was considered a teacher with high culture, strict, kind and very responsible in the field of science and education. R.N. Khamrakulov took an active part in the development of the Criminal Code of the Tajik SSR, the Criminal Procedure Code of the Tajik SSR and the Civil Procedure Code of the Tajik SSR (1961).
During the leadership of R.N. Khamrakulov, several teachers of the department, including Sh. Rozikov, E.A. Andrusenko, and H.S. Salimov defended their PhD theses.
Later, from 1974 to 1979, S.R. Rozikov worked as the head of the department. Sh.R. Rozikov gained fame as a powerful scientist and eloquent speaker among the staff and faculty of the faculty and beyond. During the leadership of S.R. Rozikov grew up with a number of talented young teachers who defended their PhD theses with the support of their supervisor. Among them are Z.D. Ermakova, I.M. Zobina, I.Ya. Avrutsky, Yu.A. Kurbanov, A.H. Khotamov and others.
Doctor of Law, Professor M.M. Mulloev was elected head of the department three times, i.e. in 1967, 1973 and 1979.
In 1973, two departments were established on the basis of the Department of Criminal and Procedural Law: the Department of Criminal Law and the Department of Judicial Law and Prosecutorial Supervision. Further, academic subjects such as criminal law, criminology, correctional labor law and several special courses were taught by teachers of the Department of Criminal Law, while other areas such as criminal procedure law, civil law, judicial law, law enforcement, judicial accounting and the art of speech were taught by teachers of the Department of Judicial Law and Prosecutorial Supervision.
In 1982-2007, the department was headed by Associate Professor H.S. Salimov. During this period, the department was provided with the necessary equipment, experienced specialists and teachers, as well as a number of very talented graduates of the faculty.
According to the Decision of the TNU Academic Council dated February 5, 2007, Associate Professor T. Sharipov was appointed head of the department and served in this position until May 23, 2015. It was thanks to the hard work of T. Sharipov that, during his leadership, the teachers of the department defended their PhD and doctoral dissertations. In particular, Associate Professor T.Sharipov in 2008 at Lomonosov Moscow State University (MSU), assistants Z.A. Kamolov defended his PhD thesis at Irkutsk State University of the Russian Federation, assistants A.I. Safarzoda, R.I. Sharipov, B. Saidvalizoda proudly defended their PhD theses in Moscow. Currently, T. Sharipov is a professor at the department.
According to the Order of the Rector of TNU dated May 23, 2015, PhD, Associate Professor Safarzoda A.I. was elected acting head of the department, and then on November 25, 2015, he was elected head of the Department of Criminal Law. It is thanks to the fruitful activity of Safarzoda A.I. that the department has achieved many scientific and educational achievements in a short period of time. His daily efforts led to the fact that teachers and applicants of the department felt responsible, strengthened their scientific activities and defended their dissertations in a short time.
During this period, a number of graduate students and applicants of the department defended their PhD and doctoral dissertations. Among them, Safarzoda A.I. defended his doctoral thesis, other teachers and applicants such as Mirzoakhmedov F.A., Kurbonzoda B.Sh., Holikzoda Sh.L., Zokirzoda Z.H., Rakhmonzoda M.J., Saidov Sh.N., Abdulloev N., Davlatzoda K.D., Haidarzoda P.M., Mirzoev S.T., Shirinzhonov F. and others . under the guidance and guidance of Safarzoda A.I. for the first time in the specialty 12.00.08-criminal law and criminology; They defended their PhD theses in the National Council of TNU, which was established by the Higher Attestation Commission under the President of the Republic of Tajikistan.
To fulfill the instructions and orders of the Founder of Peace and National Unity, the Leader of the Nation, the President of the country, dear Emomali Rahmon, which were presented at the solemn meeting dedicated to the 10th anniversary of the establishment of the Agency for State Financial Control and Anti–Corruption, by the Decision of the Council of Scientists of TNU dated 30.06.2018 and the order of the Rector of TNU dated August 8, 2018 No. 247-6 The name of the Department of Criminal Law has been changed and will henceforth be called the Department of Criminal Law and Combatting Corruption.
Professor Safarzoda A.I. worked as the head of the Department of Criminal Law and Combatting Corruption until November 2021. By order of the President of the Republic of Tajikistan, Professor Safarzoda A.I. was appointed Head of the Department of Education, Culture and Information of the Executive Office of the President of the Republic of Tajikistan.
Currently, the duties of the head of the Department of Criminal Law and Combatting Corruption are assigned to the Candidate of Law, Associate Professor Rakhmonzoda Muhammad Jamshed. The activity of M.J. Rakhmonzoda allowed the department to achieve many scientific and educational achievements in this short period of time. During the activity of M.J. Rakhmonzoda, the following teachers and applicants defended their PhD theses: E.B. Miraliev. Sayfullozoda U.A., Sharipov M.M., Mirzoev K.H., Karimov D.B., Miraliev S.A., Oralboev H.K., Nazrulloev S., Tagozoda A.M., Abdullozoda J.A., Muradzoda F.R., Davlatov B.S., Akilova M.M., Khaidarova A.I., Khojazoda F.F., Sharifzoda R.F., Kamolov H.S. and others.
It should be noted that the teachers of the department also make a valuable contribution to improving the legislation of the country. That is why Professor Sharipov T.S. is a member of the Scientific Advisory Council of the Supreme Court, a member of the working group on the development of the draft Criminal Code, Professor A.I. Safarzoda and Associate Professor Z.A. Kamolov worked on the development of the Criminal Code, the Concept of Criminal Law Policy, the Concept of Legal Policy of the Republic of Tajikistan and made valuable contributions.
The Department of Criminal Law and Combatting Corruption conducts its scientific and practical activities with all ministries, departments and government agencies. Today, the faculty of the department cooperates with the Prosecutor General’s Office, the Supreme Court, the Supreme Economic Court, the Ministries of Justice, the Ministry of Internal Affairs, the Agency for State Financial Control and Anti-Corruption, the National Center for Legislation under the President of the Republic of Tajikistan.
During the period of the country’s independence, the department has been expanding its ties with domestic and foreign educational institutions. In particular, the department cooperates with the Institute of Philosophy, Political Science and Law of the Academy of Sciences of Tajikistan, the Russian-Tajik Slavic University, the Academy of Internal Affairs, the University of Law, Business and Politics of Tajikistan, the State University of Commerce of Tajikistan, the Financial and Economic University of Tajikistan, the Pedagogical University of Tajikistan in Rasht district.
The teachers of the department have also established cooperation with foreign institutions. Among other things, today the department cooperates with prestigious foreign universities such as Moscow State University, Moscow State University of Linguistics, University of Law of Moscow, Saratov State Law Academy, Academy of the Ministry of Internal Affairs of the Russian Federation in Moscow. Nizhny Novgorod, the Kyrgyz-Russian Slavic University, and Tashkent State Law University have established good relations with them, thanks to which scientists from these scientific and educational institutions are regularly invited as official reviewers to defend dissertations of teachers of the department.
The state and the government of the country took into account the merits of the teachers of the department and awarded them with titles and state awards. In particular, Associate Professor H. Salimov (1998) was awarded the title of “Honored Lawyer of the Republic of Tajikistan”, Professor T.Sharipov (1999) was awarded the title of “Honored Lawyer of the Republic of Tajikistan” and “Honored Worker of Science and Technology of the Republic of Tajikistan” (2011), S.N. Saidzoda (2015) and A.I. Safarzoda (2016) They were awarded the Ismail Somoni Prize for young scientists in the field of science and technology.
The teachers of the Department of Criminal Law and Combatting Corruption have set themselves the task of conscientiously carrying out their activities in the light of the humanistic policy of the leader of the nation, making every effort to train national specialists, improve the country’s legislation and practice of their implementation, taking into account the interests of the state and the nation.
Today, along with professors T.S. Sharipov and A.I. Safarzoda, associate professors G.S. Sattorov, Z.A. Kamolov, R.I. Sharipov, F.A. Mirzoakhmedov and senior lecturer G.M. Yuldosheva, promising young teachers such as Rakhmonzoda M.J., Holikzoda S.L., Saidzoda S.N., Sayfullozoda U.A. are working. Miraliev E.B., Sharipov M.M., Mirzoev K.H., Karimov D., Abdullozoda B.V., Kamolov H.S., Abdusalomzoda J.A., Miraliev N.A., Ismatov R.A., Zoirova P.J. applicants and graduate students work and actively participate in the education and training of students.
The department has a 66-year history. Over the years, the department’s staff has published hundreds of monographs, scientific and methodological manuals and scientific articles in various publications in Tajik, Russian, English and German, which are devoted to the study of issues related to criminal law, criminal enforcement law and criminalistics.
