It should be noted that one of the legal means of increasing the legal enlightenment of citizens is the interpretation of the law. The interpretation of the law and its value depend on the level of knowledge, professional skills and other intellectual abilities of the interpreter. Therefore, teachers and researchers of the law profession should treat this work with a high sense of responsibility, offer an understandable interpretation to a wide range of readers, students and other segments of society, explain the mechanism of its implementation in a simple and understandable way.
It is gratifying that here a number of scholars and law scientists have shown initiative and activity and prepared scientific and public commentaries in order to increase the law knowledge of the population.
Therefore, the contribution of scientists of law, including Qurbanalizoda Nurullo Shamsullo – doctor of law, professor of the department of law enlightenment, Faculty of Law, National University of Tajikistan, head of the Dushanbe City’s executive office and Khursandzoda Sulaymon – candidate of law, Dushanbe city mayor’s assistant, who recently has been prepared and made available to the general public the interpretation of the Law of the Republic of Tajikistan “On the Education of Citizens’ Patriotism”
In their interpretation, they note that patriotic education is one of the most important directions of the law policy of the Republic of Tajikistan, in which the defence of the Motherland, the protection of national interests, ensuring peace and stability, the territorial integrity of the state and respect for the head of state are the best examples of legal and patriotic behavior. Inspired by the words of the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, the honored Emomali Rahmon, the authors respectfully quote his words: “We must be patriots of our homeland and have never to forget that a sense of patriotism and a high national feelings are fundamental factors and the most important way of developing the state and society.”
The Law of the Republic of Tajikistan “On Patriotic Education of Citizens” was proposed using the right of legislative initiative by Chairman of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan Rustami Emomali has adopted on December 24, 2022 ander №1920. It defines the goals, principles and main directions of patriotic education, its legal and organizational foundations, and this law regulates important public relations, related to the organization of the legal, social and economic foundations of patriotic education.
The Law of the Republic of Tajikistan “On Patriotic Education of Citizens” consists of a introduction, 5 chapters and 21 articles, the authors managed to provide a broad interpretation and public presentation of the content of each article with access to the valuable opinion of scientists and using existing regulatory legal acts in the volume of 312 pages. This law regulates the Basic Concepts, the legislation of the Republic of Tajikistan on patriotic education of citizens, the goals and objectives of subjects of such education, the powers of the Government of the Republic of Tajikistan to implement state policy in the field of patriotic education of citizens, the powers of the authorized state body in this field of activity, the powers of local executive bodies of state power in a certain area and other elements of patriotic education of citizens.
Interpretation of the Law of the Republic of Tajikistan “On Patriotic Education of Citizens” is considered a celebratory and a valuable gift in honor of the 30th anniversary of the adoption of the Constitution of the Republic of Tajikistan and the declaration of 2024 as the ”Year of Law Education”, it is recommended to a wide range of readers, to all citizens, regardless of age, profession, position, ethnicity and other individual characteristics, filled with unique ideas of humanism and patriotism. In general, the content of this interpretation covers the guidance of citizens to perform good and creative and good deeds for the benefit of our beloved Homeland.
In the introduction fo this interpretation, the authors highlight that: “We are confident that with the effective implementation of this important act of statehood, with the education and upbringing of a fully sustained and mature generation, with healthy and constructive thoughts, bearers of the ideas of patriotism and state property, worthy children of that time, specialists and representatives of various elites, honorable heirs of the children of the land, the foundations of independence and national unity, economic, social, cultural and spiritual. Security and stability will be eliminated step by step, strategic goals and plans will be achieved, and our beloved Tajikistan will be among the developed states, an adornment of the political map of the world.
This interpretation has been developed based on the analysis of the current legislation of the Republic of Tajikistan until July 1, 2024 and is intended for students, applicants, postgraduates, teachers, law enforcement officers, civil servants and a wide range of people responsible for education and training, especially patriotism.
