The establishment of the Faculty of Law and the Department of Civil Law at Tajik State University named after V. I. Lenin in 1949, under the decision of the Government of the Union of Soviet Socialist Republics, was a significant historical and political event in public life.
The creation of the department was inspired by the practices of the first European universities, such as the University of Bologna (founded in 1088) and the University of Paris (founded in 1208), where departments played a key role in educational and scientific activities, as well as in the training of students, postgraduate researchers, and other scientific personnel. The establishment of the Department of Civil Law laid the foundation for improving the quality of education and fostering specialists with academic degrees and titles. The system of civil law disciplines (family law, housing law, copyright law, Roman private law, property law, inheritance law, contract law, obligation law, etc.) became accessible to a large number of students and scientific staff at the Tajik National University. The contributions of the department’s heads and staff, their creative work, and their sense of patriotism played a significant role in this achievement.

Since January 3, 2011, the department has been headed by Ghayurzoda Shukrullo Karomatullo – Doctor of Law, Professor, and Honored Worker of Tajikistan.

The department’s faculty teach core (7 subjects) and specialized courses (12 subjects) to students in the 24010200 “Lawyer” and 24010218 “Protection of Intellectual Property Rights” specializations. Master’s and PhD programs have been established within the department.
The Department of Civil Law conducts scientific research according to the 2021–2025 plan under the theme “The Role of Civil Law in the Implementation of National Strategic Goals” and has achieved notable scientific and educational successes.
Department staff actively engage in educational activities, strengthening scientific and educational ties with other domestic and international higher education institutions, collaborating with state bodies, civil society, and participating in cultural and political events.
