(On the occasion of the visit of the Chairman of the Majlisi milli of the Majlisi Oli of the Republic of Tajikistan, Mayor of the city of Dushanbe, Honorable Rustami Emomali, to the city of Moscow, Russian Federation, on May 28–29, 2025)
With satisfaction and gratitude, we note that during the years of state independence, the Republic of Tajikistan, as a democratic and legal state, has traversed a truly honorable path. The proud, hardworking, patriotic, and creative citizens of our country, with profound support for the purposeful policies of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, have achieved significant labor and production accomplishments.
Among other priority areas, the Republic of Tajikistan has made notable progress in advancing its foreign policy and strengthening international cooperation during the period of independence. As a result of the peaceful and balanced foreign policy pursued by the President of the Republic of Tajikistan, Leader of the Nation Honorable Emomali Rahmon, and guided by national interests, Tajikistan today is recognized by 180 countries worldwide and has established stable diplomatic relations with them. Thanks to the tireless efforts of the Head of State, Tajikistan has become known in the world as a proactive country in addressing a number of global issues.
According to President Emomali Rahmon, our country will continue to give special attention to expanding friendly and good-neighborly relations based on mutual respect and trust as a priority of its foreign policy. In this regard, strengthening and expanding bilateral and multilateral relations with the countries of the Commonwealth of Independent States, including the Russian Federation, occupies a special place in Tajikistan’s foreign policy agenda.
It should be noted that diplomatic relations between the Republic of Tajikistan and the Russian Federation were established on April 8, 1992. The Russian Federation was one of the first countries to recognize the state independence of the Republic of Tajikistan. Currently, the legal and contractual framework of relations between the two countries includes more than 300 interstate and intergovernmental agreements regulating cooperation in political, economic, military-technical, humanitarian, cultural, and other spheres.
It is noteworthy that diplomatic relations between Tajikistan and the Russian Federation during the years of independence have acquired new meaning and substance, based on bilateral meetings and dialogues at the highest level between the leaders of the two countries. Bilateral cooperation has acquired the special status of a strategic partnership. Issues of trade and economic cooperation, increasing the volume of mutual trade, accelerating cooperation in hydropower, exploration and extraction of oil, gas, and mineral resources, as well as the development of military-technical and cultural cooperation, which form the foundation of relations between Tajikistan and Russia, are consistently given serious attention and are discussed during each meeting of the Heads of State and other senior officials of the two countries.
In this context, the official visit of the Chairman of the Majlisi milli of the Majlisi Oli of the Republic of Tajikistan, Mayor of the city of Dushanbe, Honorable Rustami Emomali, to the Russian Federation on May 28–29, 2025, can be considered one of the important political and diplomatic events of Tajikistan in the sphere of further strengthening bilateral cooperation. Taking into account the current regional and global context, as well as the rapidly changing and unpredictable nature of the world, this visit holds strategic significance for deepening cooperation between Tajikistan and Russia.
During this official visit, the Chairman of the Majlisi milli of the Majlisi Oli of the Republic of Tajikistan, Mayor of the city of Dushanbe, Honorable Rustami Emomali, held meetings in the city of Moscow with senior Russian officials, including the President of the Russian Federation, Honorable Vladimir Putin; the Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation, Honorable Valentina Matviyenko; and the Chairman of the State Duma of the Federal Assembly of the Russian Federation, Honorable Vyacheslav Volodin. During these meetings, a wide range of issues related to the strategic partnership and alliance between Tajikistan and Russia were discussed.
In particular, during the meeting with President Vladimir Putin, Honorable Rustami Emomali paid special attention to the development of cultural and humanitarian ties, including active cooperation in the fields of education, learning the Russian language and promoting Russian culture, labor migration issues, and the political situation in the region and the world, especially the instability in Afghanistan and other urgent topics on the international agenda. He also expressed his gratitude to President Vladimir Putin for the support and attention to the implementation of two important social projects in the city of Dushanbe – the building of the Mayakovsky State Russian Drama Theater and the Sirius Center for Gifted Children.
During the meetings with Honorable Valentina Matviyenko and Honorable Vyacheslav Volodin, the current state and future prospects of bilateral relations in the promising areas of trade, economy, and industry were discussed. The importance of attracting Russian investment to establish joint industrial enterprises to meet the needs of the Russian consumer market, creating industrial parks with localized production, and developing modern logistics infrastructure was emphasized. The parties paid special attention to the expansion of interparliamentary relations between the Majlisi milli, the Federation Council, and the State Duma, expressing confidence that these ties will help bring the level of multifaceted partnership between the two countries to new heights. During the meetings, Honorable Rustami Emomali stressed that Tajikistan attaches primary importance to the development and expansion of mutually beneficial multifaceted cooperation with Russia, including in political, trade and economic, cultural and humanitarian, scientific and technical, military and technical, and other areas of mutual interest.
Thus, we emphasize that the official visit of the Chairman of the Majlisi milli of the Majlisi Oli of the Republic of Tajikistan, Mayor of the city of Dushanbe, Honorable Rustami Emomali, to the Russian Federation on May 28–29, 2025, has opened a new page in the expansion of strategic cooperation between the two countries and contributes to further strengthening political, economic, social, and cultural ties and to reinforcing the position of Tajikistan on the international stage.
