DEPARTMENT OF HUMAN RIGHTS AND COMPARATIVE LAW

Head of the Department, Doctor of law,professor Miralizoda I.Q.

         The Department of Human Rights and Comparative Law was established in September 2006 on the basis of the Faculty of Law of the Tajik National University and at that time was one of the first specialized departments of human rights in Central Asia. The founder of this department is a well-known scholar, Doctor of Law, Professor A.Gh. Kholiqzoda.

At the time of its establishment, the department had only 5 full-time faculty members (1 Doctor of Science, 1 Candidate of Science, 3 assistants) and 2 part-time employees.

At present, 22 full-time employees (including 5 women) and 2 part-time employees work at the department, in particular 4 doctors of law, professors Kholiqzoda A.Gh., Safarzoda B.A., Rahmon D.S. and Miralizoda I.Q., 9 candidates of law, associate professors – Saidzoda I.I., Sa’dizoda J., Boboeva N.I., Shoev F.M., Isozoda P.A., Kholiqov N.A., Valizoda S.O., Safaralizoda D.S, Iskandarov Sh.F., 2 senior lecturers – Kholiqova O.A., Ismatova M.H. and 6 assistants – Azimov S.Sh, Bobozoda U.E., Muminzoda M.N., Ahadzoda A.A., Ibrohimzoda Sh.H., Sayfuddinzoda F.S. and 1 laboratory assistant – Azizov S.S. who are engaged in scientific and pedagogical activities.

Today, the Department of Human Rights and Comparative Law is one of the advanced scientific bases for research on human rights and comparative law in the Republic of Tajikistan.

Since September 2019, the department has established a master’s degree program in «comparative law», which contributes to the training of highly qualified specialists who are guided on the path of scientific development.

Within the department students are taught such subjects as the history of human rights, human rights, comparative law, mechanisms of human rights protection, special courses on women’s rights, refugee rights, Islamic law, the role of the Leader of the Nation in the formation of legislation on the rights of the child. In addition, lecturers of the department teach the discipline “Law” at all non-legal faculties of TNU.

Currently, the scientific activity of the department is directed to the implementation of the plan of research work for 2021-2025 years in the framework of the theme «Theoretical issues of the development of the legal system of the Republic of Tajikistan in the light of globalization processes». All lecturers of the department are included in the plan of research work.

For 18 years of productive work, the Department of Human Rights and Comparative Law has published more than one thousand scientific, scientific-methodological and scientific-publicistic works aimed at improving various areas of legal life, human rights, comparative law and the legal system of Tajikistan as a whole. In particular, the lecturers of the department have published 9 books, 45 monographs, 1 dictionary of terms, 55 manuals, 14 collections, 40 training programs and methodological manuals, as well as 1000 scientific articles and theses.

The department has a scientific circle of students called «Human Rights», where students under the guidance of lecturers of the department make scientific reports.

Since 2006, the department has been headed by the following persons: 1) Kholiqzoda A.Gh. – Doctor of Law, Professor (2006-2009); 2) Safarzoda B.A. – Doctor of Law, Professor (2009-2015); 3) Azizzoda U.A. – Doctor of Law, Professor (2015-2017); 4) Saidzoda I. I. – Candidate of Legal Sciences, Associate Professor (2017-2018); 5) Sa’dizoda J. – Candidate of Legal Sciences, Associate Professor (2018-2024); 6) Miralizoda I.K. – Doctor of law, Professor (from April 2024 to present).

Department lecturers and alumni have achieved high academic distinction and serve in positions of responsibility. They include: Kholiqzoda Abdurahim Ghaffor – Director of the Center of Islamic Studies under the President of the Republic of Tajikistan, Doctor of Law, Professor; Safarzoda Bakhtovar Amirali – Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Republic of Belarus, Doctor of Law, Professor; Rahmon Dilshod Safarbek – Chief of Staff of Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan, Doctor of Law, Professor; Saidzoda Isfandiyor Iskandar – Senior Advisor to the Assistant to the President of the Republic of Tajikistan on Legal Issues, Candidate of Legal Sciences, Associate Professor; Sa’dizoda Jahongir – Head of the Department of Social Development and Public Relations of the Office of the Chairman of the City of Dushanbe, Candidate of Legal Sciences, Associate Professor.

For outstanding services and achievements a number of lecturers of the department during the years of State Independence were awarded by the head of the state with various state awards and prizes, including Professor Kholiqzoda A.Gh. with the honorary title «Honored Worker of the Republic of Tajikistan» (2021) and the Medal of celebration of the «20th anniversary of state independence of the Republic of Tajikistan» (2011), Professor Safarzoda B.A. with the Ismoil Somoni Prize for young scientists in the field of science and technology (2011); Professor Rahmon D.S. was awarded the Ismoil Somoni Prize for young scientists in the field of science and technology (2020) and the Celebration Medal «30th Anniversary of State Independence of the Republic of Tajikistan» (2021).

In general, it can be said that during the period of independence on the basis of the Department of Human Rights and Comparative Law in the Republic of Tajikistan two independent scientific schools – the scientific school of human rights and the scientific school of comparative law have emerged.
