Department of Constitutional Law

History of the Department

One of the significant milestones in the further development of legal education in Tajikistan was the establishment of the Department of State Law and Soviet Construction at the Faculty of Law of the Tajik State University in 1962. The department was founded on the basis of the Department of Theory and History of State and Law, and its first head was Associate Professor G.N. Manov. Following his departure in 1966, Associate Professor S.M. Qosimov was appointed as the head of the department.

In subsequent years, the department was led by the following individuals:

  • In 1971, Associate Professor A.N. Mavlonov
  • In 1990, Doctor of Legal Sciences N.B. Bobojonov
  • In 1994, Associate Professor A.I. Imomov
  • In 2005, Acting Head of Department K.N. Kholiqov
  • In 2006, Associate Professor Kh. Oyev
  • In 2011, Associate Professor A.M. Dinorshoev was elected as the Head of the Department

Several members of the department, including Associate Professors A.N. Mavlonov, S.M. Qosimov, and K.N. Kholiqov, served for many years as deans of the Faculty of Law.

The department offers a series of specialized courses addressing key constitutional and legal issues.

In order to support the educational process and provide students with relevant academic resources, the faculty members of the Department have authored and published a number of books and teaching materials over the years.

For instance, in 1962, Associate Professor S.M. Qosimov published the book “City Soviets of Workers’ Deputies in the Contemporary Period”. In 1972, Associate Professor A.M. Mavlonov authored “Representative Bodies of State Power in Tajikistan During the Period of Socialist Construction”. Further publications include:

  • Supreme Soviet of the Republic of Tajikistan (1981),
  • Teaching Plans on State Law and Soviet Construction (1984),
  • The Individual: His Rights and Freedoms by Associate Professor A.I. Imomov (1986),
  • Rights, Freedoms, and Responsibilities of Individuals and Citizens (1997),
  • Problems of Constitutional Development in the Republic of Tajikistan (1992–1998) (1998),
  • Elections and Parliament of the Republic of Tajikistan (2001),
  • Strengthening Statehood and Formation of Civil Society in Tajikistan (2003),
    along with several other academic books and instructional aids.

Associate Professor A.I. Imomov is also the author of the textbooks “Constitutional Law of the Republic of Tajikistan” and “State Authorities in the Republic of Tajikistan”.

In addition, other faculty members have contributed the following scholarly works and teaching resources:

  • K.N. Kholiqov: “Formation and Development of the Institution of Constitutional Oversight in the Republic of Tajikistan”, and “Constitutional Adjudication in the Republic of Tajikistan”
  • B.S. Gadoev: “The Referendum as an Institution of Constitutional Law”, and “Legal Issues of Organizing and Conducting Referenda in the Republic of Tajikistan”
  • A.M. Dinorshoev: “Observance of the Right to Life in the Republic of Tajikistan in the Context of the Death Penalty”, and “Constitutional and Legal Foundations of the Separation of Powers in Tajikistan”
  • S. Yakubova: “Majlisi Oli — The Parliament of the Republic of Tajikistan”

These scholarly contributions play a crucial role in advancing the study and teaching of constitutional law in the country.

In 1992, the Department of State Law and Soviet Construction was renamed the Department of Constitutional Law. In 1994, several faculty members of the department actively participated in the drafting of the Constitution of the Republic of Tajikistan.


Scientific and Research Activities

Currently, the department focuses its efforts on developing the academic and methodological foundations for its specialized areas, with particular emphasis on:

  • Scientific research into the Constitution of the Republic of Tajikistan;
  • The development of the representative system;
  • The implementation of the principles of separation of powers.

In recent years, the department has achieved notable scientific successes. Associate Professor A.I. Imomov was awarded the honorary title “Distinguished Lawyer of the Republic of Tajikistan”, and Associate Professor K.N. Kholiqov received the “Medal for Distinguished Labor”.

Additionally, three faculty members successfully defended their candidate dissertations:

  • B.S. Gadoev and A.M. Dinorshoev at Lomonosov Moscow State University;
  • S.N. Yakubova at the Moscow State Law Academy.
