
Kasatkin Yuri Pavlovich – Doctor of Law, Professor. In 1957-1961 he was the Dean of the Law Faculty of the Tajik State University, and simultaneously the Head of the Department of Criminal Law and Criminal Procedure. In 1962-1978 he was an employee of the Supreme Court of the USSR, and since 1987 he worked at the Institute for Advanced Training of Employees of the Prosecutor’s Office of Russia as the Head of the Department of Prosecutor’s Supervision of Criminal and Civil Cases in Courts.

Mulloev Mansur Mulloevich – (1923-1998), graduated from the correspondence department of the All-Union Law Institute (1952) and postgraduate studies at the Academy of Sciences of the Republic of Tajikistan (1956). He began his career in 1955 at the Faculty of Law as an assistant. Mulloev M.M. in 1959 – associate professor, in 1968 – doctor of legal sciences, in 1971 – professor. In 1959-1961 he held the position of dean of the Faculty of Law. Three times (1962-1965, 1970-1973 and 1979-1981) he was the head of the Department of Criminal Law. The author of more than 120 books, monographs, scientific and methodological manuals. Including: “History of Criminal Law of the Tajik SSR” (1960), “The Role of the Public in Maintaining Public Order”, “Brief Essays on the History of Criminal Law in Pre-Revolutionary Tajikistan”, “Public Prosecutors and Public Defenders in Criminal Procedure”, “Features of the Qualification of the Crime of Intentional Murder”, “From the History of the Legal Fight against Crime”, “Criminal Liability for Poor Performance of Construction Work”, “Some Features of the System of the Criminal Code of the Tajik SSR”, “Fight Against Crime in the Tajik SSR” (1973), etc. Author of the first two-volume work “Commentary on the Criminal Code of the Tajik SSR” (general part, 1969, special part, 1988). As a participant in the Great Patriotic War (1941-1945), he was awarded orders, medals and other government awards.

Gimpelevich Roman Savelyevich (1920-1980), candidate of legal sciences, professor. In 1950 he came to Tajikistan and from 1956 to 1975 he worked at the law faculty of the Tajik State University. Gimpelevich R.S. headed the department of theory and history of state and law for 20 years. The contribution of R.S. Gimpelevich plays a major role in the training of legal personnel for Tajiks. Under the supervision of Gimpelevich R.S. 15 people became candidates of legal sciences. Gimpelevich R.S. wrote and published 2 monographs, more than 100 scientific articles, a number of curricula and teaching aids.

Rozikov Sharif Rozikovovich (1923-1988) – graduated from the Stalinabad Law College in 1949. In 1947-1949 – an employee of the Court of Tajikistan, in 1961-1965 – dean of the law faculty of the Tajik State University. In 1970 he defended the academic degree of Doctor of Law. From 1974 to 1979 he worked as the head of the criminal law department of the law faculty.

Mavlonov Abdumannon (1931-1980), a graduate of the Law Faculty of the Tajik State University (1953), Candidate of Law (1961), Associate Professor (1964). He began his teaching career as an assistant at the Department of Theory and History of State and Law of the Tajik State University, and held the position of Associate Professor until the end of 1964. In 1965-1967 he was the Dean of the Law Faculty. From 1970 until the end of his life he was the head of the Department of State Law and Soviet Construction. For many years, he headed the Scientific and Methodological Council of the Republican Society “Donish”.

Kosimov Sadridtsin (1927-2011) – graduated from the two-year law faculty of the People’s Commissariat of Justice of Tajikistan (1944) and the Moscow Law Institute (1949). Candidate of Legal Sciences (1961), Honored Teacher of the Republic of Tatarstan. After graduation, he worked in various positions in the justice bodies of the republic. In 1961, he began teaching at TSU. In 1965-1970 and 1980-1994, he was the head of the Department of Constitutional Law. From 1967 to 1969, he also held the position of Dean of the Law Faculty. From 1994 until the end of his life, he worked as an associate professor of the Department of Constitutional Law. S. Kosimov participated in the preparation of the draft Constitution of 1987 and 1994 as part of the commission of the Supreme Council of the Republic of Tajikistan. He is the author of more than 170 books and articles. He was awarded the badge “Excellent Worker of Public Education of Tajikistan” (1957), 6 certificates of honor, the medal “Veteran of Labor”, medals of the 50th and 60th anniversary of Victory in the Great Patriotic War of 1941-1945.

Usmonov Ochilboy Usmonovich – (1930-2006), Doctor of Law (1977), Professor (1979), Corresponding Member of the Academy of Sciences of the Republic of Tatarstan (1989), Honored Lawyer of the Republic of Tatarstan (1991), Scientist and Technologist of the Republic of Tatarstan (1996). Graduated from TSU (1955). After graduating from the university, he was engaged in teaching and research activities: lecturer (1955), senior lecturer (1960), associate professor (1965), professor (1979). From 1975 to 1980 he was the Dean of the Law Faculty. From 1972 until the end of his life he was the head of the Department of Civil Law. He worked as a member of the Constitutional Oversight Committee of the USSR (elected in 1989), a member of the Scientific Advisory Council of the Supreme Court of the Republic of Tajikistan, the General Prosecutor’s Office of the Republic of Tajikistan, the head of the working group for the preparation of the draft Civil Code of the Republic of Tajikistan, a member of the Expert Commission of the Presidium of the Supreme Majlisi Oli of the Republic of Tajikistan on draft legislative acts. Author of more than 162 scientific, popular science works, books, educational and methodological manuals, articles. Under his supervision, 6 doctors and candidates of science received academic degrees and titles. Awarded the badges “Excellent Public Education of the Republic of Tajikistan” and “Excellent Higher Education of the USSR”.

Jalilov Jabbar (1935-1990), graduated from Moscow State University (1957), candidate of legal sciences. Since 1958, he was a lecturer at the Department of Civil Law and Civil Procedure at TSU. In 1972-1975, he was the Dean of the Faculty of Law, and in 1975-1978, he was the Vice-Rector for Correspondence Education. In 1979, he was the Deputy Minister of Higher and Secondary Specialized Education of Tajikistan. Then he returned to DDT and took the post of Dean of the Faculty of Law. From 1989 until the end of his life, he was the Head of the Department of Judicial Law and Prosecutor’s Supervision. Jalilov J. was awarded a number of state awards.

Yamakova Zumrad Dadadzhonovna (born September 1, 1937), candidate of legal sciences (1971), associate professor (1974). Worthy worker of the Republic of Tajikistan. Graduated from the Faculty of Law of TSU (1960). After graduating from the same university, he began teaching: from 1960 to 1972 – laboratory assistant, expert, senior expert of the forensic laboratory of TSU, head of the forensic examination department of the forensic laboratory of the Ministry of Justice of the Republic of Tajikistan. Since 1972, senior lecturer, since 1974, associate professor at TSU. From 1982 to 1985, he held the position of dean of the law faculty. Yamakova Z.D. is the author of books, textbooks and more than 80 scientific articles. Honored Worker of the Republic of Tajikistan, holder of the badges “Excellent Public Education of Tajikistan” and “For Excellent Achievements in Labor”. He was awarded the medals “For Labor Merit”, “For Distinction in Service”, “Veteran of Labor”.

Bobonazarova Oynihol (born 10. 06. 1948), a graduate of TSU (1971) and its postgraduate program (1976). Candidate of Legal Sciences (1984). He began his career as a member of the Scientific Editorial Board of the Soviet Encyclopedia of Tajikistan (1971-1972), and in 1976 he transferred to scientific and pedagogical work at the Tajik State University. From 1976 to 1996 – assistant, senior lecturer, associate professor of the Department of Theory and History of State and Law. In 1989-1993 he held the position of dean of the Faculty of Law. Bobonazarova O.B. worked as an employee of the Tajik mission of the Organization for Security and Cooperation in Europe in 1996-2005, and as the Chairman of the International Soros Foundation in 2005-2007. Since 2007, he has been the Chairman of the Public Association of the Perspective Plus Foundation.

Ismoilov Shavkat Makhmudovich (born 12.05.1951, Dushanbe) Doctor of Law, Professor. Graduate of the Tajik State University named after V.I. Lenin. Civil servant. In 1978 he defended his candidate’s dissertation (Lomonosov Moscow State University), in 1990 – his doctoral dissertation. (Almaty Institute of State and Law of the Kazakh Academy of Sciences). From 1978-1982 he worked as an assistant, senior lecturer (1982-1985), associate professor (1985-1990), professor (1991), head of the department of commercial law and entrepreneurship at TSU (1991-1994), dean of the foreign faculty of TSU (1986-1991), dean of the law faculty of TSU (1993). From 1993 to 2001, he held the post of Minister of Justice of the Republic of Tajikistan. In 2001-2005, he was elected as a deputy of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan (Chairman of the Committee on Defense, Security and Law and Order). Honored Scientist and Technician, State Advisor to the President of the Republic of Tajikistan. He was awarded the medal “In Memory of the 10th Anniversary of the 16th Session of the Supreme Council of the Republic of Tajikistan” (2002).
Since 2001, he has been working at the Department of Economic and Financial Law of the Tajik Financial and Economic Institute. He is the author of 9 monographs, 11 textbooks and more than 200 scientific articles published in domestic and foreign newspapers and magazines. He is a member of the editorial board of the journals “Energy Law” (Lomonosov Moscow State University) and “Economy of Tajikistan: Development Strategy”. He is a member of the working group on the development of the new Constitution of the Republic of Tajikistan, and the head of the working group on the development of Part I of the Civil Code of the Republic of Tajikistan.

Makhmudov Makhkam Azamovich was born in 1957. He has a higher education, in 1979 he graduated with honors from the Tajik State University with a degree in jurisprudence. In 1979-1998 he worked as an assistant, graduate student, senior lecturer, associate professor, professor of the Department of Civil Law of the Tajik State University, and from 1993 to 2006 – dean of the law faculty of the Tajik State National University. On November 13, 1986, he was awarded the academic title of candidate of legal sciences, and on October 23, 1991, the certificate of associate professor of the civil law department. On June 19, 1998, he was awarded the academic title of doctor of legal sciences, and on October 18, 2000, the certificate of professor of the civil law department.
In 1990-1995 he was elected as a deputy of the Majlis of People’s Deputies of the city of Dushanbe. In 2002, by the Decree of the President of the Republic of Tajikistan, he was appointed a member of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan (second convocation). On March 25, 2005, he was appointed a member of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan (third convocation), on April 15, 2005, at the first session of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan of the third convocation, he was elected Chairman of the Committee of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan for Ensuring the Constitutional Foundations, Human Rights and Freedoms, Citizens and the Rule of Law.
By the Decree of the President of the Republic of Tajikistan on February 4, 2006, he was appointed Deputy Head of the Executive Office of the President of the Republic of Tajikistan, and on January 14, 2008, by the Decree of the President of the Republic of Tajikistan, he was appointed First Deputy Head of the Executive Office of the President of the Republic of Tajikistan. Based on the proposal of the President of the Republic of Tajikistan at the nineteenth session of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan of the third convocation on May 18, 2009, Makhmudov M.A. was elected Chairman of the Constitutional Court of the Republic of Tajikistan.
On February 25, 2004, he was elected as a Corresponding Member, and in 2008 as an Academician of the National Academy of Sciences of the Republic of Tajikistan. He is the author of more than 50 books and 250 scientific and popular science works. Makhmudov M.A. was awarded state awards as Honored Lawyer of the Republic of Tajikistan, the Order of Ismail Somoni, 2nd degree, the Order of “Commonwealth”, the jubilee medal “20th Anniversary of State Independence of the Republic of Tajikistan” and other honorary certificates and medals.

Kholikov Karomatullo Narzulloevich (1957-2011), from 1975 to 1980 studied at the Faculty of Law of Tomsk State University named after V.I. Lenin studied.After graduating from DDT, he worked for 2 years first as an editor and then as a scientific editor in the philosophy and law department of the Tajik Soviet Journal. In 1982, he returned to the Faculty of Law and worked as an assistant, senior lecturer, associate professor of the Department of Constitutional Law, acting head of the Department of Constitutional Law and dean of the Faculty of Law. Since 1984, the management of the educational process was entrusted to Karomatullo Kholikov. Thus, in 1984-1986 and 1988-1993, he worked as a deputy dean for daytime, evening and correspondence departments, for work with foreign students and educational work. From 1995 to 2001, he held the position of deputy dean for educational work. In 2001–2002, he was the head of the academic department at TSU, in 2005–2006, he was the acting head of the constitutional law department, and from February 2006 until his death, he was the dean of the law faculty. Karomatullo Kholikov’s research is based on the issue of the emergence, development, and legal status of constitutional control in the republic. He worked on this topic in 1996 under the supervision of Doctor of Law, Professor F. T. Takhirov defended his candidate’s dissertation. Kholikov K. N. wrote one monograph and more than 20 scientific articles, and repeatedly presented scientific reports at international scientific forums and conferences.

NASRIDDINZODA EMOMALI SAIFIDDIN – Dean of the Faculty of Law, Doctor of Law, Professor (2011-2016).
Nasriddinzoda Emomali Saifiddin was born on July 2, 1966 in the Republic of Tajikistan. In 1990 he graduated from the Tajik State Pedagogical University, and in 2003 from the Tajik National University with a degree in Jurisprudence.
Nasriddinzoda Emomali Saifiddin worked in the following positions: teacher at the institution of general secondary education No. 2 (1990 -1993); Assistant, Senior Lecturer at the Department of Law and Methods of Teaching Law of the Tajik State Pedagogical University named after Sadriddin Aini (1993-2006); employee of the Main Directorate of Correctional Institutions of the Ministry of Justice of the Republic of Tajikistan (2003-2004); candidate at the Institute of State and Law of the Republic of Tajikistan (2003-2006); Head of the Department of Law and Methods of Teaching Law at the Tajik State Pedagogical University named after Sadriddin Aini (2006), senior lecturer at the Department of Theory and History of State and Law of the Faculty of Law at the Tajik National University (TNU) (2006-2007), Deputy Dean of the Faculty of Law of TNU on educational work (2007-2009), Deputy Dean of the Faculty of Law of TNU on Academic Affairs (2009-2011), Dean of the Faculty of Law of TNU (2011-2016); representative of the Majlisi Namoyandagoni of the Majlisi Oli of the Republic of Tajikistan (2016-2021); Chairman of the Majlisi Oli Majlisi Committee of the Republic of Tajikistan on Legislation and Human Rights; Assistant to the President of the Republic of Tajikistan on social development and public relations (from May, January 5, 2021 to January 16, 2024) and from January 16, 2024 to 2024, by a decree of the Government of the Republic of Tajikistan, was appointed rector of TNU.
In 2008 Nasriddinzoda Emomali Saifiddin defended his candidate dissertation on the topic: “Problems of the formation of legal culture in the conditions of the formation of a democratic state in Tajikistan” and in 2015 defended his doctoral dissertation on the topic: “Formation of legal culture in the Republic of Tajikistan in the context of deepening cultural and civilizational differences: problems of theory and practice.”
In 2017 Nasriddinzoda Emomali Saifiddin was elected a corresponding member of the Academy of Sciences of the Republic of Tajikistan. He is the author of more than 200 scientific and educational works and numerous publications.
Nasriddinzoda Emomali Saifiddin was awarded the state award «Order of Sharaf II degree», the medal «Excellence in Education and Science of the Republic of Tajikistan» and the medal «90th Anniversary of Justice of Tajikistan».

Rahmon Dilshod Safarbek – Dean of the Faculty of Law, Doctor of Law, Professor (2016–2022)
Rahmon Dilshod Safarbek was born on December 7, 1985 in the city of Kulyab, Khatlon region, in a family of teachers. He received his primary education in 1991 at Secondary School No. 28 in Kulyab, in 1995-1998 he continued his education at Secondary School No. 54 in Dushanbe, in 1999-2000 at the Presidential Boarding School for Gifted Children in Dushanbe. In 2001, as an external student, he successfully graduated from School-Lyceum No. 55 in Dushanbe.
In 2001, he entered the Law Faculty of the National University of Tajikistan, and in 2006 he graduated with honors in jurisprudence. In 2006-2014, he worked as an assistant at the Department of Human Rights and Comparative Law of the Law Faculty of TNU, 2012-2014 – Deputy Dean of the Law Faculty of TNU, 2014-2015 – Deputy Head of the Department of Constitutional Guarantees and Human Rights of the Executive Office of the President of the Republic of Tajikistan, 2015-2016 – Head of the Department for the Protection of Children’s Rights of the Human Rights Guarantee Department of the Executive Office of the President of the Republic of Tajikistan, 2016-2022 he worked as Dean of the Law Faculty of TNU.
According to the Decree of the Government of the Republic of Tajikistan dated 10.06.2022, No. 290, he was appointed to the position of rector of the State Educational Institution “Kulyab State University named after Abuabdulloh Rudaki” and currently works in this position.
The main topic of research and scientific investigations of Professor Rakhmon Dilshod Safarbek are issues and problems of the history of human rights, prospects for the development of the phenomenon of human rights and freedoms, globalization and law, legal systems and prospects for their development in the context of the globalization of law, etc. He is the author of 5 monographs, 15 teaching aids and textbooks, 8 teaching aids and more than 50 scientific articles. In 2012, he defended his PhD thesis on the topic “Human Rights and Globalization in the Context of Islamic Legal Culture: History and Modernity”, and in 2020, he defended his doctoral thesis on the topic “Human Rights in the Context of Globalization and Strengthening Cultural and Civilizational Differences: Theoretical, Methodological and Practical Legal Issues”. Professor Rakhmon D.S. for many years of impeccable services in the field of education, valuable contribution to the upbringing of the younger generation, training of talented personnel, active participation in public life, by the decision of the board (order) of the Ministry of Education and Science of the Republic of Tajikistan dated October 29, 2019 No. 12920 (Certificate No. 4467) was awarded the industry award “Excellent Worker of Education and Science of Tajikistan”; for achievements in the field of humanitarian sciences, he was awarded the Ismaili Somoni Prize for young scientists in science and technology in 2020 (Diploma No. 145) and by the Decree of the President of the Republic of Tajikistan dated July 23, 2021, No. 213, the Jubilee Medal “30th Anniversary of State Independence of the Republic of Tajikistan” (Certificate No. 0188).
